Sure I can agree... I own a car, a sharp pointed stick and a gun, but that doesn't make it a crime. It's what I might do, related to them, that is the problem. (unlike some crimes where simple posession is the crime)
Having a fake address, fake name and in our debate, multiple eBay accounts, does not constitute any crime. It's what you do with them.
For example, if someone shill bids and defrauds someone by raising prices, it's illegal.
Try this, one last time.
Fraud is a crime. Shill bidding is a type fraud. You don't need to have a law for every possible type of crime, by name, under a more general law.
Just because it doesn't say it by name, doesn't mean it's not a crime, by definition.
