Shill bidding is fraud. There is a law. You want to say, if it doesn't specify every type of fraud, then there is no law. Instead the law includes all types of fraud, maybe even some that haven't been invented yet, including something involved computers and online services.
Your denial is based upon the claim that there is no shill bidding law. Using your murder example, if you kill someone using a method not specifically described, then it's not murder?
