Bottom line. Shill bidding is illegal under fraud laws. It makes no difference if there is not a specific law. Nevada's fraud laws certainly seem to cover it.

Here are the Nevada laws that apply to fraud

NEVADA REVISED STATUTES

Title 15. Crimes and Punishments

Chapter 205. Crimes Against Property

205.380 Obtaining money, property, rent or labor by false pretenses

205.440 Publishing false statement to affect market price

Also

193.167 Enhanced penalties for committing fraud against any person who is 65
years of age or older.
