I'll say it again. The only reason a few casinos have a good strike program, is because they actually have a strike program.

It isn't "the thing" for every casino, so some will drop it. There are McDonald's that go out of business every year, even though it seems like an automatic profitable business. There are casinos that drop the strike machines for multiple reasons, not just the one you insist is the only one... collectors.
