I think Mark should issue two different strikes ltd 100 and ltd 150 and release them at the same time mixing them up so they are passed out randomly by number and issue.

Have each person sign up as they show up. Once the strikes are passed out and if there are some left over draw a number out of a hat and distribute the remainder starting at that numbered person on the list. This would give no advantage to the first person showing up and should keep people from lining up early.
