Don't they have laws concerning dogs in your area. That could help with this problem. They do here in Lousiana. If not; then you could work towards getting one passed. And see that it is enforced. Maybe, a fence could also slove the problem. Of course, politely asking first, never hurts.
Just a few suggestions, to try; instead of wasting Strikepoint space griping. Because this is not what Strikepoint is for.
