First, it is the Nevada Gaming Control Board, (NGCB)Not the Commission that makes these rules and are the arm of the law (Regs.) The commission supposedly has the final say but rarely get involved. While I have NEVER heard of the Board requiring any casino to mint a certain number of anything. Anything is possible since I have been out of the business for 4 months now.

They will however tell a casino that any chip or token must be for gaming purposes only ( I once tried to mint a small amount of tokens for sale in a gift shop....NO in capital letters was their answer!)
