I think you will find that the Board does not tell the Casinos what strikes they will have.
The casino's submit proprosed strikes and they are either approved or disapproved. At least this is my understanding as to how the process works. If someone has better information please post it. Maybe Jeff(Sid's ex-Manager) can enlighten all of us.
