I was at the Four Queens over the weekend. There are two blue caps per fill, but one blue cap is a heart and one a spade. Spoke with the one of the Floor Managers, she pointed out a new note on the strike machine, stating that there was only one blue cap per fill. They were including the heart blue cap because they had about 12 left and they wanted to get rid of them. I was one who got a heart blue cap, and no they will not trade for the spade blue cap.
