Sniping is a Myth

Let's say there's an item on eBay I want - 3 days left - it is sitting at $1.99 with no bids - The most I want to pay for it is $7.50 but, just to break the numbers, I bid $7.59 - three days later I find out If I won.

Or, I'm a sniper, I use any of the available programs to enter my maximum, last second, bid of $7.59 - and wait three days to see if I won.

Or, I refresh my screen every few seconds at the end of an aucton to make sure I can try to out bid the last bidder - which means I'm willing to buy it at any cost, so I should have just bid $100 three days ago and waited to see how much it cost me at the end.
