I just got back from Reno and got some of the new strikes at Sundowner. On my last trip over the summer, they were quite good about letting me trade strikes with any in the cashier's stock for my collection. But this time, they said they are no longer allowed to do it because someone traded a very large number of strikes for a lot of the new ones and then posted them on eBay for $70/set. When named "Mr. Moon" (I don't know who he is, but it sounded like he was someone important at the casino) found out about it, he got upset, and instructed the cashiers not to trade any more.

My guess/hope is you might still be able to do some limited trades if you are clearly doing it for yourself.
