I recall a Rio Rita appearing on the Approval lists a few years back, about the time many strikes were being reissued with the .999 on the rim. Since CT was no longer minting, it was probably a GDC mint. Despite approval, tha revised strike never went in to play.
If I were a betting man, I'd say this was a prototype or sample of that strike.
