There are two ways to sell this call "covered" or "naked". A person selling a covered call has the stock in hand and can deliver it if called. A person selling a "naked" call does not have the stock - they much "cover" their position if called. If a person sells a strike "naked" they assume the risk that they will not be able to obtain it at a favorable price and may in fact have to pay more than the price they sold it for in order to deliver it. Options are an accepted part of the financial landscape - look in the WSJ on any given day and you can find the going prices for a plethora of call options. I fail to see how pre-selling a strike or something else is any different. The Four Queens anticipates releasing another $200 strike in October. Play early and play often to get your 20 $10s to redeem.
