What you have in the pair is a frosted and what is called a shinny variety of the same strike. In striking coins the frosted ones are the first ones minted and as the die slowly wears the silver strikes slowly loose the frosted and become shinny. However on some strikes from some casinos that have both varieties you can see small differences also and that indicates that a new die was made.
