Perhaps not, but in the process of winning a Blue Cap they are going to win a bunch of regular strikes which they will turn back in for cash or keep for traders and the cost effect of winning the Blue is much lower. If the Pavarotti, which had a mintage of 1000 sells regularly for between $45 and $50 dollars it is pretty simple to do the math. It does not matter how many strikes they put in per fill. The issue amount is what it is and ultimately the mintage is what determines the price. The first strikes are naturally going to be more expensive but as they are all played out the price will drop, unless someone is sitting on a rack, which has happened in the course of collecting and then we get a release every now and then to keep the price up. Cause and effect, supply and demand, whatever you want to call it, a Silver Strike will be more valuable if there are fewer minted or there is an extraordinary story about it, like the Rockettes.
