convention floor -- that's what the convention floor is for, but sales should be only between dealers & buyers -- NOT people in the aisles making sales. There is not supposed to be sales of items at the trade sessions -- not chips, not slot cards, not silver strikes. Plenty of chippers have been asked to leave when an exchange of money is seen at the trade sessions....it's just not fair to ANY the dealers that have paid to have that privilege.
